Solve past compliance problems

The U.S. is the only major country in the world that uses a model of citizenship-based taxation.  U.S. citizens abroad (and Green Card Holders) are required to file U.S. tax and information returns.

Until recently, few U.S. citizens abroad knew of this requirement. Therefore, there are many U.S. citizens abroad (some of who may not even know they are U.S. citizens) who are not in compliance with U.S. tax and FBAR laws. The IRS has been threatening heavy fines for non-compliance.
